New Canaan BOS approve architectural firm for town building rehab

Public Works Director Michael Pastore said the firm would focus on examining all roofs, windows lintels and parapets that need to be repaired and will suggest the best way to fix or replace the problems.
The repairs and prices included:
Nature Center Education Building -- $205,000 for a new roof;
Nature Center Visitor's Center -- $181,000 for a new roof;
Police Department -- $227,000 for a new roof;
Police Department -- $280,000 for new windows;
Police Department -- $146,000 for new lintels and parapets;
Waveny Power House -- $216,000 for a new roof;
Contingency Amount -- $45,000.

The architects will complete a four-phase process to identify the best course of action for each repair.
"Before we spend $1 million on the roof, we asked the new architect to go and take an in-depth look and make sure that we need to do this and how we should do it," Pastore said. "So that's the first phase and then we go into a preliminary plan and final plans and then construction."
Pastore said four different firms offered up bids for the contract, but Kaeyer, Garment and Davdison Architects came in at the lowest price and had some good references as well.
All Town Council members approved the resolution back in October with the exception of former member Paul Foley, who did not agree with borrowing money, though he did support the project.
"I know we need to maintain our properties. We need to look at all these buildings, get the roofs on and do these repairs," Foley said at the time. "I would not vote to bond it, however. I vote to expense it. Myself, I wouldn't take out a mortgage to put a roof on my house and I think it's a normal course of business and a normal course of maintenance and I wouldn't vote to bond it, but I am certainly in favor of the project."
Former First Selectman Jeb Walker said at a September Board of Selectmen meeting that choosing the immediate needs of the three locations did not interfere with the Long Range Plan, and have been identified in the Savin Report since February 2010.
The Savin report, a five-year capital facilities plan developed in 2010 by Savin Engineers P.C., recommended approximately $7.8 million of work to be completed by 2015. Approximately $2.9 million in work has been completed thanks in large part to the current bond resolutions.
"These are items that were covered in the Savin Report and they need to be done," Walker has saidt. "I think it's prudent for us to take advantage of the interest rate situation we have right now."
Between the cost of synthetic slate for the roofs, which lasts significantly longer than asphalt according to Pastore, as well as other materials, the estimated cost of the rehabilitation will cost around $1.3 million.
Since the money was made available, Public Works can bid on the specific projects, which will be brought back to the Board of Selectmen on a contract-by-contract basis for approval. The $97,000 marks the first contract approval for the project. Initially, the resolution was for $3 million, with some Town Hall improvements included, but that idea was temporarily shelved, Walker said.
"I want to underline that the reason for the change from the $3 million to the $1.3 (million) was we took out consideration from some of the Town Hall repairs in order to wait for the planning effort to be over," Walker said.
Once the firm is done with their investigation and study, Pastore said the projects will start in the beginning of spring with a completion date of September or October 2012.
