Theodore Thomas, 44, of South Avenue, was charged with driving under the influence of alcohol March 24 at 1:31 a.m.
Police said a construction crew member at Cherry Street and Main Street told the on-duty officer that Thomas, who had approached them earlier, appeared intoxicated and they were concerned for his safety.
The officer attempted to talk to Thomas, but he walked away out of sight. Afterward, the officer drove back to where Thomas was last seen on Cherry Street and saw him crossing the double yellow line several times.
