Matthew Harkins, 20, of Huckleberry Hill Road was arrested on charges of possession of a controlled substance and possession of marijuana following a traffic stop on Jan. 24.
At 8:18 p.m. police stopped a car traveling on New Norwalk Road near Old Norwalk Road for having a frame around the license plate. A license plate with a cover around the perimeter is illegal and grounds for being pulled over, police confirmed.
When the officer approached the car, he said he smelled the odor of marijuana. The driver said there was no marijuana in the vehicle and that the smell may have come from when he was previously at his friend's house, where marijuana was being smoked, police said. Police searched the driver; nothing was found.
Harkins, the passenger, said he had a small amount of marijuana on him, police said. He also had two prescription pills in his possession, according to police.
Harkins was charged with possession of a controlled substance and possession of marijuana and was released on a promise to appear in court on Feb. 4.
