James McGowan, 22, of Norwalk was arrested on drug charges at 11 a.m. Jan. 15 on Millport Avenue near East Avenue.

According to the report, an officer pulled over McGowan because of an expired registration sticker on the rear license plate of his car. The officer said he detected the odor of marijuana and asked the three occupants to get out of the car.

The officer searched the vehicle, and, according to the report, found a glass pipe with partially burnt marijuana along with another regular pipe in the backseat of the vehicle underneath some blankets.

Police said McGowan claimed ownership of the materials and the other two occupants were not arrested.

McGowan was charged with possession of marijuana and possession of drug paraphernalia. Police also gave him an infraction for operating an unregistered motor vehicle. He was released on a promise to appear in court on Jan. 28.
