The Town Hall Building Committee Monday unanimously recommended the second lowest bidder for the second phase of the construction.
Whiting-Turner Contracting Co. will do the work for $13,098,000, according to official documents.
First Selectman Robert Mallozzi said this part of the project likely would begin in early January.
The Town Hall renovations are scheduled to be completed by spring 2015.
Mallozzi said that all eight bids were about $500,000 apart from each other.
The lowest bidder, Worth Construction Co., was disqualified a week prior after the committee determined it was not a "responsible" option for the project.
In a letter to Worth Construction, of Bethel, the committee listed several reasons for the disqualification. It learned, for example, that Worth failed to "properly coordinate construction and obtain sufficient manpower" to keep a 1997-98 project at Saxe Middle School on schedule, which resulted in $2.2 million in disputed claims, according to the letter.
